Law Enforcement Responses to SUD: An Update on Policies, Programs, and Resources

Although overdoses (both fatal and nonfatal) have decreased in many states throughout the U.S. in recent years, overdose deaths remain elevated and continue to increase across many counties in Washington State.  In response, cities and counties throughout Washington have implemented policies and programs that aim to increase opportunities for people with substance use disorders to access treatment.  

In connection with International Overdose Awareness Day (August 31, 2025), this course will provide law enforcement officers with strategies, tools, and resources for engaging with individuals or offenders at risk for overdose or with substance use disorder.  

After reviewing the basics of substance use disorder and addiction, this course will provide attendees with an update on the latest drug trends, drug policies, and treatment programs/resources in Washington State.  

Course presenters will discuss: (a) changes in Washington's illicit drug markets, including novel or emerging substances and contaminants (e.g. xylazine); (b) new policies related to illicit substances from the 2025 WA legislative session; (c) new and forthcoming programs and addiction treatment resources for law enforcement and first responders to refer to.
